By 2015, the whole country will complete the construction of small and medium-sized River early warning and forecasting system, to ensure that the flood control tasks of the 5186 small and medium-sized rivers can timely warning, to provide decision-making basis for the development and utilization of water resources in the middle and small rivers, flood control and safe operation of small and medium reservoirs.In this system, the real time rainfall, meteorological data collection, storage and management as the basis, the use of advanced water technology and information technology, to the small river flood forecasting business as the core, the integration of mountain flood warning system and water resources management system, establish the service in small and medium-sized rivers, flood forecasting, hydrological station network management, spatial query the information service platform and consultation decision support environment, to ensure that the river floods can be timely warning, improve the accuracy of flood forecasting and forecasting period, enhance the hydrological service capacity and service level, to provide decision-making basis for the safe operation of river water resources utilization and protection, flood control and reservoir.B/S structure is used and based on SOA technology to realize the whole system, using Server SQL 2008 as the database server, the remote data receiving and processing, remote monitoring, system setting management, flood forecasting, flood forecasting and information retrieval are 6 functional modules.
