Because of time and other factors, the demands of car owners for agency service also increased, but there is currently no company can provide a full range of illegal agency services in Jiangsu Province. Traffic violation secretory system was developed base on the postal system and the existing architecture, and have many advantages. It will enrich and improve the “Jiangsu postal business member and self-mail peopleâ€, improve the competitiveness of self-mail persons, create new profit model of member platform, make the vision of “government admit, society satisfy, member get profitâ€.The requirements of traffic violation secretory system are collected by many business units, developed based on he postal system and the existing architecture. We made full system design solution, such as totally architecture and database, workflow etc. The process of development is strictly monitored, created enough cases for unit testing and system testing. The system decided to use three-layer C/S architecture, based the TUXEDO transaction middleware, to ensure the stability and concurrency core transaction processing. The communication with third-party traffic control system used standard Web Service, using structured XML to transfer data. It can ensure the structure of communication, and separated the communication layer and core transaction layer, improve the stability of the system, and is easy to operate. It provides B/S model administration system of administrators; structure is simple, and easy to deploy.The project of traffic violation secretory system includes many steps: requirement analyze, design, coding, test. It follows the standard of software engineering, the code can be modified, ported based on special cost and time, it also have good stability and traceability and UI, accomplishing the requirements of users. The purpose of the project is to find the effective methods of making process and manage the process, to satisfy the goal and process management of software engineering.Firstly, the paper introduces the background of traffic violation secretory system, outlines the problems to be solved, then discusses the significance and importance of the paper, describes the system development methodology and related technologies; in the part of system design, it describes the requirements analysis, including business management, illegal events querying, paying fines, and other major business function design, describes the design content, use cases and scenarios to show the detail of system development.
