Design And Implementation Of Taiyuan Social Assistance Rural Subsistence Management System

Subsistence Security System is a new type of social relief system in which Governmental Civil Affairs Department distributes the minimum living allowance to poverty objects whose average family income is lower than the Minimum Living Guarantee Standard. It is not only an essential of the social security system but also the last social safety net. Since carrying out the urban and rural Subsistence Security System, Taiyuan City has run into various problems such as arduous working task, insufficient work power and nonstandard document management etc. On one hand, the sharp increase in number of people requiring social assistance and amount of capital, the continuous improvement in requirement to implement dynamic management lead to bigger and bigger workload of social assistance and make it more and more difficult to manage and operate. On the other hand, personnel of social assistance is insufficient in number, and weak in power in combination with backward management method, frequent overloaded operation, nonstandard management and operation as well as many other vulnerabilities result in the situation where minimum living security work is discrepant with the standard of national social assistance work. Therefore, the backward manner of working and management method shall be altered and the establishment of Taiyuan social assistance and rural subsistence allowance management system is the top priority.Social assistance management system is an important part of national social assistance information engineering. After many years’ development, the system has made continuous updates and improvements in the course of use. In addition, many sub-systems derive according to the actual situation around as its important supplement. The application of Taiyuan social assistance and rural subsistence allowance management system provides effective working tool for majority of grass-root civil affairs assistant with weak team strength, which changes the situation of making documents by hand and submitting by long-distance travel. It concentrates on introduction of EXTJS technical proposal. On basis of system flow of village and town(street) level, the system demand is designed starting from registration application, application of rural mixed family, information verification, inquiry of to-do items and completed affairs, and fund distribution(account number of maintenance bank). The system deployment structure and function frame have been designed. The system function design is designed by adopting tables and the system function code is provided. The two parts of member information and capital distribution information in a family are selected to give data sheet. The realization process of system is described by using the method of interface screenshot to achieve systematic functional interface. The test for the system afterward makes a complete realization of Taiyuan social assistance and rural subsistence allowance management system.Taiyuan social assistance and rural subsistence allowance management system adopts Java se 6.0 development language and mainstream frames such as Struts, spring, hibernate. It adopts Eclipse, jdk1.6 as its development tool and uses mainstream databases such as Oracle, db2, sybase, sql server so that it can be applied in all platforms. The function design is conducted in accordance with localization business of Taiyuan civil affairs. Based on the system flow of village and town(street) level, it makes respective analysis on function design of registration application, application of rural mixed family, information verification, inquiry of to-do items and completed affairs, and fund distribution(account number of maintenance bank).The establishment of Taiyuan social assistance and rural subsistence allowance management system provides effective guarantee for scientific management and informatization operation of Taiyuan rural subsistence allowance business and promotes further improvement in level of Taiyuan fundamental civil affairs business.
