Reform and opening up, traffic congestion has become one of the main factors limiting the development of all walks of life. The main cause of traffic congestion are:narrow roads, vehicles, illegal driving and lack of police presence. Modern city needs modern management tools, the city’s prosperity, the city’s comprehensive management put forward higher requirements. To technology to police, using modern science and technology supervision, in order to reduce the flow of traffic violations has become an urgent problem to be solved domestic traffic management.With the rapid development of modern information society, computer technology,communication technology, more intelligent road monitoring system, information technology, security technology. In general, the control system by the monitoring system, highway toll systems and components. Highway and road monitoring system is part of the core of the control system. Meanwhile, the road monitoring system is also an important part of the public security command system. This design of road monitoring system draws on advanced technology, the entire system integrates a rich set of features,in addition to the way real-time video monitoring module, there are traffic lights intelligent control, traffic guidance systems, traffic management systems. These rich features for road manager has brought great convenience and more efficient management, and improve the utilization of Shuangliu County roads, reduce traffic accidents and ease traffic pressure, promote the development of Chengdu.In this paper, object-oriented program design, select the.NET development platform, integrated use of a variety of design patterns, developers use C # language and other technologies to complete the system. Development process using a variety of techniques of video compression technology, intelligent navigation technology, traffic monitoring technology, information fusion, multi-dimensional information processing.Making the system functional modules in division more obvious, and the degree of coupling with the system function modules, the coupling is relatively low, which makes the system expansion does not affect the other modules to ensure the system architecture and the expanded superior. Finally, rigorous and detailed software testing methods to ensure the accuracy, stability and usability system functions. Practice has proved that the system effectively improve traffic management convenience.
