Windows Mobile is an operation system which is suitable to all kinds of intelligent mobile devices. It extends the familiar and friendly windows user interface to personal mobile device and it is simplified, customized mobile operation system. ArcGIS Mobile is an out-of-box support mobile client GIS component developed by ESRI and oriented to enterprise user and programmer. In addition, it provide.ArcGIS Mobile application development framework to developer. Depending on the seamless integration with ArcGIS Desktop, ArcSDE, ArcServer, the developer can integrate various Lightweight GIS application such as data collection, creating attribution database, graphical edition into mobile device. Mobile device can easy access to mobile network and web geographic database, so all these take great effect on surveying fields.In this paper, the developing environment is Visual Studio 2008, windowsMobile6.5 SDK and ArcGIS Mobile10.0 SDK. The intelligent simulation device of Windows Mobile 6.5 SDK is adopted to test function. Windows Mobile Device Center provides communication port. Taking the common mobile GIS functional requirement into consideration, the following modules has been studied:①data collecting module including common management of file, foundation GIS function, spatial retrieve, data edition and GPS function; ② data transmission module embracing on-line and off-line data transmission; ③database module consisted of data handling, creating spatial database, inputting spatial data, distributing spatial data, etc.The technical route, methods employed in this paper is proved to be correct, valid and reasonable by System functional testing. Mobile GIS is helpful to simplify the procedures of information collection and data handling, and valuable to practical application.
