The Research On Difficulty And Countermeasure Of Establishment Of Endowment Insurance System For Urban Residents In China

According to the spirit of the Seventeenth Party Congress, the12th Five-Year Plan fornational economic and social development of the People’s Republic of China, and theprovisions of Social Insurance Law of the People’s Republic of China, the State Council tocarry out urban residents in social endowment insurance pilot since2011. The establishmentof the pension insurance system for urban residents marks the old-age insurance system inChina to achieve a system of full coverage, which is an important milestone in the history ofChina’s social security development.Since1990s, the industrial structure adjustment which brought from the development ofChinese industrialization and the urbanization advancement, the numerous urban residentscontribute to the economic construction and society development in the cities.However, at thesame time, urban residents workers is a special vulnerable groups in the modern society, theyare engaged in dirty, dangerous, tired, and so the city people do not want to do manual laborin the city, low income coupled with alienation from outside the social insurance system, it isone of the most vulnerable groups.And in china, the country gradually began to implement the pilot work of the old-ageinsurance for urban residents since2011, including the Hebei Province, and its pilot programbasically the same with the State Council. In recent years, along with the continuousdevelopment of the economy in Hebei province, the number of urban residents increased.Depending on the efforts of provincial government and relevant departments, social insurancesystem construction for urban residents in Hebei province, has made outstandingachievements, has basically established a social insurance system for urban residents, main ininjury, pension, medical. In this thesis, the principles, objectives, institutional frameworkand regulatory approach of the old-age insurance pilot in Hebei Province are described. Andthen, analyzed the characteristics of old-age insurance pilot of urban residents in HebeiProvince.On the basis of these studies, this article focuses on the difficulty of implementation bythe pension insurance system for urban residents in China. Although China just startedexperimental work of Endowment insurance for urban residents last year, but the pilot workhave many difficulties, such as personal accounts, the raising of the basic pension,system ofincentives and institutional convergence problems, By analyzing the implementation process of the difficulty, we highlighted the impersonation problems of pensions of old-age insurancefor urban residents. According to the difficulty of the pilot work, we found countermeasuresfor implementation of pension insurance system for urban residents. We have only to enhancethe management of personal account, improve the legislation of old-age insurance, Increasepublicity, and promote the unified pension insurance network system for urban residents inChina.
