Landless Farmers Social Security Problems And Countermeasures In Our Country

In recent decades, with the rapid development of urbanization in our country, a large number of farmers’ land expropriated, and this trend will continue. Landless farmers free in rural and urban, gradually become marginalized vulnerable groups. Land as a guarantee to the survival of farmers, all in all, when their land is expropriated, should be given reasonable compensation, in fact, it is not so. In the economic compensation, they suffer a great loss, compensation standard is low, and face with a series of subsequent problems, such as employment, pension, medical, etc. If these are not resolved, the normal order of society is difficult to be guaranteed. Today, the social security system of landless peasants in China has many defects, the land requisition system and agricultural soil property right system has many deficiencies, these deficiencies and defects undoubtedly make landless peasants worse. In China, the civil service examination system always hangs with the local GDP structure. plus some local government officials’ quality on their own is not high, they seek for their own interests at the expense of farmers’ interests, collude with the enterprise wantonly, Levy land a low price, then sell it to the enterprise at a high price, make up the difference in the middle. Landless peasants petition without fruits, turn useless. The problem of landless peasants is not only the problem of landless peasants by themselves, but also the inevitable problem in the social process, it also appears in other countries. It has become a social problem, obtained the widespread attention from all sectors of society. Their problems are impossible to be solved if only by landless farmers themselves, government has the responsibility and obligation to assume a dominant role in building the landless peasants social security. This article stands in the land-lost farmers’ social security problem firstly, then analyzes the root cause of the land-lost farmers’ social security problems deeply, from reforming government assessment, improving the compensation standard, strengthening farmers’ legal main body status perfecting land requisition system, farmland property right system, benefiting expression mechanism, job security, health care, old-age security, developing local economy etc, draw foreign successful experience, consult others’ research results, puts forward the corresponding measures. Nowadays, there are a small number of such cases, farmers access to a large number of compensation through land expropriation. To prevent this "riches circle" and phenomenon that the income gap is too wide, the measures that we develop should be fair and reasonable should be in line with the current economic development level and China’s basic national conditions.This paper adopts the method of combining visiting with literature studying, through the investigation of XX village in Nanchang county, interviewing the relevant functional departments, consulting relevant literature, collecting, sorting, screening, absorbing material, know the cause and problem of landless peasants in XX village social security problem, puts forward the corresponding measures on the basis of other researches’ results. Adopt the method of questionnaire survey combined with group discussion, through a questionnaire to give land-lost farmers and let them fill in the related problems, then summarize and analysis the answers, finally, set up group discussion to hear their voices for the problem of social security, let them speak their mind freely; Adopt the method of combining theory with practice on the basis of the theory of social security at home and abroad about landless peasants, combine the current social security measures with field survey in other parts, ensure the effective combination of theory with practice.The article is divided into seven parts. The first part is introduction, describes research background, research purpose and significance, research status, research ideas and methods,innovation and defects; the second part is the theoretical part, expounds the landless farmers’ social security and related theory, laid the theoretical foundation for the following part of the study; the third part introduce the basic situation of landless farmers and XX village; the forth part expounds landless peasants in XX village Social Security problem, include mainly:land acquisition compensation standard is low; placement method is single, the long-term interests of the landless peasants is neglected; supporting measures of landless peasants social security system is not fully developing; the number of landless peasants is increasing, employment faces huge challenges; a stable funding source is lacking, the funding gap is big; the fifth part analysis root cause of landless peasants in XX village social security problem,include mainly:performance evaluation standards of local government is lacking; interests expression and communication channel of landless peasan is dummy and clogging; land requisition system has drawbacks; agricultural land property rights system has drawbacks; landless peasants pension medical security and employment security systemhas has drawbacks; the sixth part are the effective measures of solving landless peasants in XX village social security problem include mainly:establishment social security coverage for the main indicator of the performance evaluation, and define relational reward and punishment system; strengthen system construction and guarantee the legitimate rights and interests of the landless peasants; establish and perfect the social security system of landless peasants; develop the economy of XX village greatly, and promote agricultural industrialization construction; the seventh part is acknowledgement.
