| Build-Transfer (BT) mode is an effective way to promote social capital invested inthe construction of infrastructure projects. Developed countries and regions have moreexperience using this mode. Although there are plenty of large-scale infrastructureconstruction projects using BT mode in China, the application in the affordable housingis still in the preliminary stage which has many features and needs to be improved.Firstly, the paper classifies different kinds of construction modes of affordablehousing after reading lots of materials and literatures and compares BT constructionmode with other ones on the basis of background information in a deep way, coming upwith the BT proportion of affordable housing construction in our country combined withthe analysis of data collection so that highlights the importance of BT mode ofaffordable housing.Then from the perspective of project investor, it makes a comprehensive andsystematic study towards the operational mechanism of BT mode of affordable housingthrough a great many empirical research analysis and data summary, proposing theoperational framework of overall implementation of BT construction mode ofaffordable housing based on the same perspective. Moreover, it gives a detaileddescription of workflow, main content, precautions and organizational relationshipsfrom four various phase including proposal and decision-making phase, bidding andagreement-signing phase, construction and development phase and project repo phaseorderly, establishing a relatively complete operation mechanism of BT constructionmode of affordable housing on the perspective of project investor.Meanwhile, the paper identifies and assesses the risk factor of BT mode ofaffordable housing from the same perspective. Based on the large number of literatures,it establishes the indicator and summaries the risk factor existed in the BT mode ofaffordable housing according to the interview of related professionals and risk scholarsby using the method of risk identification and classification. Then it finds out the corekey risk factors which investors care about most in the BT mode of affordable housingafter assessing the questionnaire of related professionals who have experiences in BTproject of affordable housing with a descriptive statistics, and make feasible riskresponse strategies aimed at different risk factors. Finally, it applies the real BT project case located in Chongqing to make analysisof operational mechanism and risk factor to sum up the effective experience and putforward related advices.The paper, aimed at the BT affordable housing projects, provides the theoreticalreference basis concerned relatively complete operational mechanism, risk responsestrategies and avoidable measurement and puts forward appropriate recommendations toenhance the ability to prevent the risk of affordable housing BT projects so that allowsBT mode can operate in a standard and smooth way, making certain contributions torapid development of economics in China. |
