Housing problem is one of the important problems of the people's livelihood.In the current urban residents there are still part of the population living in shanty towns in our country.On the other hand,due to various reasons there are many people unable to rely on their ability to buy property.As the house prices rising,the housing pressure is constantly expanding,and socially lower income groups become more unrealistic to buy their own property.If the housing problem cannot be solved,it would lead to social problems,and caused the instability of the society.In other words,It always has such potential unstable factors.So,not only the problem is not solved,but also it may cause more problems,cause scope of the problem.In order to improve people's living environment,improve the quality of life of middle and low-income people,and protect vulnerable groups the minimum living conditions,national related departments in 2007,put the "live to" into the focus of the work on the people's livelihood firstly,and take the affordable housing in 2009 as a future work task goal.Because our country's housing policy is based on the experience of the abroad,and it is still in the immature stage,so making a policy which accords with the situation of China is a constantly improving process.As you can see,the government authority has been working hard.In the present,the top issue the country facing is the question of the funds,the growing low-income families which demand for affordable housing and the unstable government capital chain.To alleviate this contradiction,put forward the housing to the PPP financing model.The PPP mode abroad in many infrastructure projects and public utilities shows the advantage compared with other financing model.It has combined the government to the private investors and it combines the advantages of both easing the financial pressure,and the stability of earnings for the private investors.To ensure that the PPP model in our country under the implementation of the affordable housing would be becomed,we must identify and determine the main risk to prevent them.the main research work is as follows:(1)This paper collected a large number of literature,both at home and abroad,summarized the research status quo of affordable housing,and expounded on the definition of affordable housing in our country,policy,domestic status and the definition and the characteristics of PPP,etc.(2)Then,use the checklist method to identify the risk of affordable housing of PPP mode,and establish the system of risk evaluation of analytic hierarchy process(AHP)to the PPP mode of affordable housing.(3)Finally,make a low-income housing in JiNan as an example.It has concluded that the main risk factors consistent with the facts,and it proved the risk evaluation system is scientific and reasonable.In the end,take the appropriate measures of prevention to the major risk factors to ensure the smooth completion of the project.
