Recent years had been witnessing the sustainable and stable social andeconomics development featured by accelerating urbanization in china, with theincreasing focus by the Chinese government and the bridging gap between urban andrural areas be evident, citizens began to show their dissatisfaction about the currentmedical insurance system they joined in which split the urban and rural areas into twosystem. it is under this circumstance that domestic scholars appealing for theintegration of urban and rural medical security system. which characterized by“consistent fund raising, uni-field subsidies and equalized treatment. however, somescholars claimed that such system is a long and gradual process which can not beattained shortly according to the current situation.Based on the survey made in Y city together with the theories from scholarshome and abroad.the author conclude that in order to achieve the integration of urbanand rural medical security system in most of cities, a parallel urban and rural medicalinsurance system should be established. especially for the ‘basic medical security forurban residents’ and the ‘new rural cooperative medical system’. then the authorproceed to analyze the necessity and feasibilities of the aforementioned parallelsystem. lastly, the author proposed that it should adjust measures to local conditionswhen the policy be carried out. Meanwhile. by proposing three practical suggestion:increasing government funds. integrating the management resource financially andofficially. Establishing “one system, culti-file”standard of payment and treatment.
