Research On Product Quality Supervision System In The Context Of Decentralization

The political reform of China has entered into a new phase since the18th CPCNational Congress, indicating a trend of advancing the decentralization of centralgovernment, deducing administrative division hierarchy and promoting the reform ofcentralized department. In this circumstance, the departments of Quality andTechnology Supervision, as subordinate agency under the direct leadership ofprovincial organ, should establish a new system to adapt to the changing environmentfor responding to request of the transformation of administrative functions, thereduction of the size of agencies, the optimization of administrative structure and theimprovement of managerial capabilities. With its unique administrative division modeof "prefecture—township system", Dongguan has attained great progresses inadministrative restructuring with features of administrative decentralizing andcommercial registration reform, etc. At the same time, there exists a mature marketeconomy in Dongguan, and it is a very important manufacturing base in China with alarge number of quality supervision targets. Thus the achievements and obstacles ofproduct quality control are of more typicalness. As a result, Dongguan is undoubtedlya good model to study the reform of product quality control system in the newsituation. Based on the diversified theoretical viewpoints of theory of qualitymanagement, government regulation and information economics, this dissertationaims at analyzing and solving the problems in the current product quality controlsystem, as well as finding several empirical evidences in key industries in Dongguan.Besides, this dissertation also learn some lessons from developed countries andregions, and furthermore proposes policy initiatives to improve the current productquality control system in Dongguan, for the purpose of achieving the quality andefficiency of economic and social development.
