Social insurance handling management and service system is an important component ofservice-oriented government, and also the main carrier to provide social insurance and publicservices. By September of2013, the number of the insured for basic pension insurance,work-related injury insurance and maternity insurance of urban employees in our country wasrespectively316,190and160million, and the number of the insured for urban basic medicalinsurance (including employees and resident insurance) was560million. Thus, it can be seenthat social medical care assumes the heavy responsibilities of benefiting the people and beingfavorable to the people. As per Level4risk classification, there are8high risk points,accounting for7%;8important risk points, accounting for7%;25medium risk points,accounting for23%;67low risk points, accounting for62%. The overall incorruptgovernment risk control is good and can ensure the smooth and stable operation ofbusiness.This paper ranks the possibilities and influence degrees of various incorruptgovernment risks in the business process, rights and liabilities distribution, incorruptgovernment mechanism and system for internal control of incorrupt government;furtherexplains and puts forward suggestions for incorrupt government factor control and powercontrol. At the same time, it also holds that incorrupt government information must keep smooth communication.
