Research On Risk Prevention And Control Of Local Government Financing Platforms

With the rapid development of China's economy and the continuous advancement of urbanization,the capital needs of urban infrastructure are becoming larger and larger.However,the financial resources of local governments are not matched with their responsibilities.At the same time,local governments are forbidden to raise debts at the legal level.In order to solve the shortage of funds,the governments at all levels set up a financing platform.With the marketization operation to build up debt,increasing the debt scale also increases the risk of financing platform.This paper mainly studies the risk prevention and control of the local government financing platform,selects the M District of Tianjin as the research object,and uses the literature review and data analysis methods to analyze the development of the local government financing platform from the emergence to the development,the outbreak,and the last to the governance,as well as the development of the corresponding debt scale.Analyze the debt structure,make the corresponding risk identification,and then take the M District of Tianjin as the research object,combine with my actual work experience,deeply understand the internal operation of the financing platform,analyze its financing situation and the risk in the process,and analyze the present situation of its risk prevention and control,and summarize the corresponding problems.Through the analysis of these problems,the corresponding countermeasures are obtained.Finally,according to the combination of relevant theories and practice,this paper makes a thorough summary,and puts forward the countermeasures from the angle of government strengthening supervision and the establishment of risk prevention and control system,and puts forward the proposal of risk prevention and control from two dimensions.It is hoped to be effective and effective to help the local government financing platform to do a good risk prevention and control.
