| In the1920s and1930s, Performance Management was applied to enterprise humanresource management and became an important tool of achieving corporate businessobjectives. In the1970s, a system of Performance Management, includingperformance project (objective)ã€performance informationã€performance processã€performance surveillanceã€performance assessment and performance feedback etc, hasbeen established gradually. In considerable extent, the establishment of the system hasboost achieving corporate strategic objective and itself lasting development. However,in the1980s, because of government malfunction, some problems have emerged inpublic sectors such as low efficiency, high costs, swelling organization, abuse ofpower, and then public sectors have faced crises in terms of financeã€managementã€confidence etc. With further advance of economic globalization and politicalmanagement structure reform, arguably, the pursuit of high efficiency andsimplification has become the main direction of reforms in government, which isgenerally accepted by governments around the world.This dissertation uses Heyuan municipal Local Taxation Bureau, Guangdong Provinceas an example, by further analyzing its operating situation of the system ofPerformance Management with related Performance Management theories, mainlystudies the following parts: First, to define the rationale of the system of PerformanceManagement of Heyuan Municipal Local Taxation Bureau by demonstratingbackground and current status of research at home and abroad. Second, to find out theexisting problems through empirical research for the system of PerformanceManagement of Heyuan Municipal Local Taxation Bureau. Third, to givecorresponding advice on optimization of the system of Performance Managementbased on real condition of Heyuan Municipal Local Taxation Bureau, expecting thestudy to help effectively promote the entire job performance of Chinese tax systemand provide references for establishment and improvement of the system ofPerformance Management of Chinese governmental agencies. |
