Poor accessibility and expensive in health care service is a hot topic ofChina`s top government, which is doing it`s best to solve it. And for the HBV(Hepatitis B Virus) carriers in amounts of more than100millions, the thing isworse. Firstly, they suffered physically because of the technically lack ofradically-curing treatments; secondly, they cannot afford the necessarymaintaining and gradually improving services; and the worst thing is thatthey are discriminated in common social life by many people with ignoranceand misunderstanding.This research is based on these facts and a trend in health care sector.HBV carriers are under physical, psychological and social difficulty; whichmust be solved during the harmonious society in China. At the same time,chronic diseases are more focused in the world and chronic diseasesmanagement is becoming a mainstream in health systems; and the socialmedical insurance with the managed-care feature will dominate in Chinesehealth insurance system. So the managed medical insurance for chronicdiseases can be the choice of policy-makers for this problem.The health care issues are the objective of this thesis. Based onliteratures review on health economics and health actuary, the authorinvestigated the health care problems of chronic HB patients, and found thatthe chronic disease management in medical insurance system may provideone solution. Then the author did some empirical analysis on the medical costof HB patients, as a basis for a further actuarial analysis.According to some surveys, this research disclosed that the nonstandardtherapies and the unreasonable cost-loading are the common problems for theHB patients and HB virus carrier. Then the author pointed out that theinfectious disease management pattern is an important institutional cause.The author suggested that HB should be included into the chronic diseasemanagement in medical insurance system. Finally, both qualitative analysis and quantitative analysis are made to support the feasibility of thisarrangement.Conclusion: It’s very necessary and feasible to introduce the chronichepatitis B into the chronic disease management in medical insurance system.
