Due to the decreasing trend of fossil fuel energy, environmental pollution and climate changeissues, developing new-energy power has become a broad consensus around the world. However,different countries have different characterstics in new-energy rescources, technologies and socialenvironment. Besides, each kind of new-energy power has its own advantages and disadvantages.Thus, it’s important to determine the development priorities among new-energy power under thesituation of limited funds, policies and technologies. In order to solve the above problem, this paperbuilds up a new-energy power performance evaluation criteria system and the multi-criteria decisionmodel based on IVTI method, and carries out an empirical research in Jiangsu Province.Firstly, based on the principle of criteria system constructing, this paper builds the first-levelcriteria from the technical, economic, environmental and social four aspects. The second-level criteriadistributes in technology efficiency, security, investment costs, operation and maintenance costs,electricity costs, CO2emissions reduction, land use, employment and average annual on-grid energy.Besides, the interaction effects among the criteria weight were analyzed.Secondly, Due to the interaction effect among criteria weight and the interval-valued criteria, thispaper defines the IVGAI operator and discussed its properties. Based on the II distance function, thispaper builds up an IVTI model. Through the case study, it shows the IVTI method is more reasonable,realistic and versatility.Finally, this paper applies the IVTI method to the evaluation of new-energy power performancein Jiangsu province from the constant weight and variable weight perspectives. And the constantweight IVTI method shows that the most suitable development new-energy is nuclear (0.781),followed by biomass power generation (0.262) and wind power (0.227), and Photovaltic is thelast(0.173). The variable weight shows that criteria weight has a large impact on the final evaluationresults. So, Jiangsu should take fully consideraction of local technical, economic, environmental andsocial situations and all stakeholders’ views to select the most favorable criteria preferences.
