Leisure will become the popular topic after mankind enters the21st century. In the future,people will get though the peak of information age, and enter leisure age. With the constantlyimproved of workers paid annual leave regulations, and sequentially promulgated ofnational recreation programme and tourism law, they motivate people s zeal of travelling.So it is profitable for national tourism, and promotes leisure industry to be mature. As thereserving force of urban development, suburb is different from urban built-up area with highpopulation density, bad environmental quality, and enormous building density etc., tourismdevelopment has innate advantages in this area, and in addition, with good infrastructure andstrong accessibility, suburb is becoming the main battlefield of public vacation tourism.Tourism complex is an inevitable outcome of the development stage from mass sightseeingtour to recreational tourism; it can provide high quality service including relaxation, vacation,entertainment, meeting, recreation, fitness, sports etc. to satisfy tourists need.The paper takes Beijing as research area, by the means of combing literatures, fieldresearch, and comparative study, to explore the growing conditions of tourism complex in bigcity under the background of suburb tourism development. In addition, take Hot SpringLeisure City as an example to deconstruct its development model and its influence ofurbanization. Main results of this paper go as follows:1. It’s the important place for tourism complex growing in the big cities’ suburb, andtourism complex is the product of suburb tourism development. Tourism complex as anartificial landscape relies mainly on tourist market, and mainly to one or two day’s shorttourist. Suburb is the nearer and more convenient short tourism district for central downtown,populous downtown can produce more tourists to suburb tourism, and tourism complex bornby influence of industry cluster, land price, market demand and so on.2. Increasing of leisure time and living standard makes people s tourism demand moreand more growing, and becomes the basic condition of tourism complex development. Muchmore leisure time promotes short tourism development and enhances people s willingness oftravel. At the same time, improvement of people s living standard and cultural quality makestourism complex which concentrates leisure, travel, recreation, meeting, health and sport inone can meet tourists demand in the leisure age. 3. Relevant policies promote suburb tourism development and create good environmentfor tourism complex growing in Beijing. To limit immoderate expansion of downtown, and torelieve the strengthen of urban disease in Beijing, it plans to build greenbelt to control urbandevelopment and create great ecology environment. Ecology landscapes, country parks andvocational villages in the greenbelt can vastly drive suburb tourism development, and lay asolid foundation for tourism complex growth.4. As the typical example of suburb tourism complex in Beijing, Hot Spring Leisure Cityis a large aquatic recreational place, built by Hongfu Group. By six developments modelmeans of water culture theme development model, urban recreation promotion model,unification of village and enterprise investment model, diversification service model,Promoting brand through activities marketing model and industries convergence model tolead villagers wealth, and take the road of self-urbanization.
