Research On Policy Suggestions For Liaoning Small-micro Enterprise Based On The Evaluation Of Entrepreneurial Competence

Small and micro businesses accounted for over90%of the total enterprises in ourcountry, and they have irreplaceable role in employment, economic, science and technology,social harmonious stability. Small and micro businesses have important strategic significanceto the national economy and social development. Compared with large enterprises, small andmicro businesses have bigger gap in the management system, talent and capital, and theselead to its disadvantage in market competition. In other words, small and micro businessesare easy to go bust because of the large enterprise competition, and also restricted the furtherdevelopment. Since2011, various level governments pay high attention to small and microbusinesses, and issued a series of supporting policies. This paper argues that the key to thedevelopment of small micro enterprise is to improve the entrepreneurial capacity, and everysupport policies should be implemented to improve the ability of entrepreneurial. Therefore,this paper discuss small and micro businesses from the angle of enterprise ability evaluation.Building the scale of small micro enterprise business ability. Then, constructed thecomprehensive evaluation model of small micro enterprises entrepreneurship. Using thismodel, evaluated yingkou city,anshan city,liaoyang city and shenyang city. Using this model,evaluated different industry’s small micro enterprise entrepreneurial ability. Studies havefound that the highest entrepreneurial ability is shenyang city center’s small micro enterprise,and construction. Based on the comprehensive evaluation model and the evaluation results ofdifferent areas and different industry, puts forward some suggestions for liaoning relevantgovernment department. The support policy should be prioritize, and effective improve thesmall micro enterprise business ability. The support policy should be tilt to third line cities,and promote the balanced development of regional small micro enterprise.
