In recent years, domestic and international macro-economic situation continues todecline and the impact of traditional State-owned enterprises property right trading businessshrinking, from a national perspective, traditional business share falling property market, theproperty right trading institutions face the space of compression test, lose market effect,innovation. However, in the leadership and support of the SASAC in Shandong province, asthe only State-owned assets supervision record of State-owned enterprises property righttrading platform, Shandong property rights trading center has achieved a sustained and rapiddevelopment. Up to now, achieving property rights trading center of cumulative turnover ofShandong480billion yuan, added value rate of21%;Property right transaction ofState-owned assets supervision monitoring systems and statistics show that2009-2012turnover, value-added rate for four consecutive years ranked first place in local property rightstrading bodies; In recent years through the introduction of strategic investors, mergers andacquisitions, such as loans, equity financing pledge investment7.434billion yuan inShandong province, while the introduction of advanced technology, talented people andscientific management mode, on Shandong’s economy "go and adjusting economic structure"play a positive role in promoting.Despite in the past years Shandong property market achieved has more fast development,but, face the background of economic structure strategic adjustment, if Shandong propertytrading center wanted to have a further and fast development,keep and achieved itself statusof further upgrade, must promoting property market of operating structure adjustment andtransformation upgrade, accelerated business species innovation, exploration property marketreform and development of new ideas, and new mode. At the same time, an importantcomponent of Shandong’s capital markets as well as important financial services sector,Shandong property rights trading center also receive more historical responsibilities,improve service levels, support the strategic readjustment of the economic structure of Shandong province with rapid economic development. Therefore, against the background ofeconomic restructuring, how to achieve business structure transformation and serviceupgrades, better perfect service, extend the service function, become the property right marketin Shandong province under the new situation facing new historical tasks, is the fundamentalpurpose of this thesis.In the context of strategic adjustment of the economic structure, how to catch theopportunities of capital markets system construction, accelerated for itself operating structureadjustment and transformation upgrade, accelerated business species innovation, explorationproperty market reform and development of new ideas, and new mode,it has importantmeaning for further perfect and expanded property market service features, achieved elementsresources optimization configuration, building and perfect culture more levels capital marketsstructure, service area economic development.Based on Shandong property rights trading center as the research object, in the course ofproperty market development, and functions positioning analysis of based Shang provinceenvironment market, analysis Shandong property trading center development faced ofdilemma and problem, and through reference my other provinces in property marketconstruction development process in the of experience practices, to get the service upgrade ofcountermeasures recommends of Shandong property trading center, thereby for furtherdeepening capital markets construction provides theory and policy reference.
