Study On The Problem Of Rurul Land Circulation In Luolong District Of Luo Yang City

At present,the transfer of rural land is effective approach of the development ofour country’ fertility.We must have a correct understanding of the transfer of rural land,it was one of the most important questions when we advance the construction ofmodem agriculture，improve the rural reform and build the new socialist countryside.This paper separately summarized for the foreign and domestic rural landcirculation research，with the land transfer related concepts defined．Results of theland circulation in Luolong area has been obtained as well as the main way of landcirculation in Luolong District after the transfer to the Luolong district land question alot of investigation and study，then the analysis to the Luolong District still existingin the process of rural land circulation problems has been carried on．In order to studythe promotion of strategies of rural land circulation of Luolong District，studying thesuccessful case in rural land circulation is very necessary．Therefore，this papertakes Penglai city and Ningyang County as cases， and discusses successfulexperience of the two county (city)．The key of this study is how to effectivelychange the farmers’ traditional ideas，and identify the key factors that restrict the ruralland circulation in Luolong District．The main question that still existes in Luolong District countryside landcirculation is：the policy propaganda and related understanding on the land circulationdoes not reach the designated position；traditional ideas restrict land circulation；the effective management and guide on land circulation is lack；The land circulationmechanism is imperfect， and the rent price optional the gender is big； landcirculation behavior is not standardized；stable mode of labor transfer is lack; theappropriate scale of cultivated land management area is small，and the allocativeefficiency of agricultural resources is not high；land circulation time is short；socialsecurity system on urban and rural is different.This research put forward the following proposal： the publicity and education guidance must be strengthened and ideology must be changed；the basic principles ofland transfer must be adhered，and land transfer process muse be specificaed； therural land circulation service platform，information network and the land circulationmarket must be established and perfected； the supervision and management must bestrengthened， and land transfer mechanism must be constructed；the establishmentand improvement of the multi-level social security system in rural areas must bespeeded up；new land management must be innovated and developed．...
