With the concept and the characteristics of low carbon economy are known to the world, most of the developed countries and developing countries are paid attention to the development of low-carbon economy. Governments are aimed at controlling carbon emissions, and putting the development of low carbon economy develop for medium and long term strategies.In China, the old industrial base cities have been made a significant contribution in the process of developing and perfecting constantly in China’s economic system. But in recent years, the majority of the old industrial base cities are limited by their own extensive development relying on highconsumption of energy and high emissions, which did not formsustainable development models. So the reaserch of low carbon economy development countermeasures and methods in old industrial base cities, to a certain extent, help the old industrial base cities to change to intensive mode of economic development, and to continue to contribute to the overall economic development of our country.This article selects per capita carbon emissions in Baotou, Chongqing, Tianjin and China as the research object. By using the Kaya identities to accountcarbon emissions and per capita carbon dioxide emissions in three old industrial base cities and China, we found that on the level of emissions of carbon dioxide, Baotou is not outstanding, but the level of emissions per capita is higher,9.24tons per person in2012, equivalent to5.38of the national per capita carbon dioxide emissions. And by using LMDI between2006and2011to decompose the influence factors of per capita carbon emissions in old industrial base of cities and China,found that energy structure is the primary factor,which stimulates the per capita carbon dioxide emissions’ growing in Baotou. This mainly caused by the natural resources endowment in Baotou. And constantly improve the energy efficiency inhibit the growth of Baotou’s per capita carbon dioxide to a certain extent, and the degree of inhibition is increasing. Then by using the grey forecasting method forecast Baotou’s per capita carbon emissions, the prediction results show that the Baotou’s per capita carbon dioxide will continue growth trend, but the rate of growth will be slow down.In addition, becausethe industry stuctuer of Baotou has the characteristics of energy intensive and highly polluting, so the energy consumption factor has great influence in carbon dioxide emissions. In this paper, by using regression model, we simulatedthe optimal model of energy consumption.Based on the above analysis, in view of influence factors of carbon emissions, we put forward countermeasure of low carbon economy development in Baotou. First of all, it should actively adjust the industrial structure, vigorously develop low carbon emissions of the third industry, reduce the proportion of secondary industry; Second, Baotou should encourage the development of new type of clean energy and improve energy utilization efficiency of the development of technology, thus reducing emissions of carbon dioxide per capital.
