The successful experiences of the Grameen Bank in Bangladesh woke Chinese government up from the deep thinking of how to execute poverty alleviation. Chinese government realized that providing micro-credit to the poor could solve the problem which Poverty Alleviation can’t. In the early1990s, China began to explore micro-credit. After20years of continuous development, micro-credit has achieved great development in China. By the end of2012, the national total number of micro-credit companies was6080, and the outstanding of loans was592.138billion Yuan. From that we could find micro-credit was in a stage of rapid development. Since micro-credit business of Postal Savings Bank of China (short for PSBC) was launched in2007, the micro-credit business enjoyed a rapid development. Now, PSBC was the top leader in the field of micro-credit. However, many problems showed up since the lack of experience, imperfect internal control mechanism and immature management system of PSBC. In this paper, the author takes Guangzhou Branch of PSBC for example to analyze the existing problems in the actual operation of the micro-credit business, and then makes some proposal to improve the micro-credit business of PSBC.This paper is divided into five chapters. The first chapter expounds the background and significance of the topic of this article, makes an introduction of some relative literature perspectives, and clears the research methods and writing ideas.The second chapter expounds the concept of micro-credit and the development of micro-credit at home and abroad. Some typical micro-credit modes in the world include the Grameen Bank, the Unit Desas of Bank Rakyat Indonesia and the BancoSol of Bolivia. There are four stages which the development of micro-credit in China has gone through:the initial exploratory phase of the introduction of the micro-credit (1993-1996.10), the expansion phase of the micro-credit (1996.10-2000), the promotion stage (2000-2005), the stage of commercial development. The third chapter expounds the status quo of PSBC micro-credit business development. By the end of2012, PSBC has more than38,000outlets. The micro-credit business of PSBC includes two types:micro-credit to farmers and micro-credit to merchants. Business process flow:applyâ†'field surveyâ†'review and approvalâ†'signing contractâ†'issue a loan.The fourth chapter is mainly about:the author takes Guangzhou Branch of PSBC for example to analyze the existing problems and something can be improved in the actual operation of the micro-credit business, which include:the risk at credit report before approved, the risk at approving the loan, the risk at tracking the loan after issued, the determination of the level of interest rate and the advantages and disadvantages compared to the micro-credit companies.The fifth chapter is mainly about some proposals to improve the micro-credit business of PSBC. The author’s recommendations to PSBC include:to focus on improving professional knowledge in the credit sector, to improve the welfare of the loan officer, to strengthen credit approval management system, to improve the mechanism of credit checking after issued, to raise lending rate level appropriately, to design more products, and to strive to develop the channel of network of lending.The innovation of this paper is that through the analysis of the actual operation of the micro-credit business of the Postal Savings Bank of China Guangzhou Branch, pointing out that the existence of specific issues in the micro-credit business and make recommendations for improvement.The inadequacies of this article are the collection data are incomplete and the analysis is not comprehensive enough. Furthermore, the analysis of specific issues is not detailed enough, since the study of some theories is not thorough enough. These need to continue to improve in the future work and life.
