With the rapid development of market economy, our country has entered the era of credit economy, as an important step in market economic system arrangement, perfect social credit system has been crunch time, since the16th CPC National Congress, CPC Central Committee has set clear-cut goal and direction of building a social credit system. Our government put forward in the early "Eleventh-Five" plan to improve the credit record in the taxation, credit and loan, contract compliance, merchandise quality, accelerate the construction of social credit system. In the2012national financial work conference, it was further proposed to focus on credit information system for credit and loan, and comprehensively promote the construction of social credit system, accelerate the establishment of basic framework and operational mechanism social for the credit system which is in line with the economic and social development in China. Establishing a sound social credit evaluation system is both the requirement for improving China’s socialist market economy and the fundamental solution to rectifying and standardizing the order of market economy in which there exists a variety of chaos. Currently, tax evasion, malicious default and debt evasion, producing and selling counterfeit goods, commercial fraud, illegal fund-raising and other phenomena in the prohibition repeated and are on the rise in a sense. Therefore, accelerating the construction of a unified social credit evaluation system is of great and practical significance for cracking down the acts of incredibility, preventing and resolving the current financial risks that exist in society, promoting economic stability and development at present stage, maintaining social and economic order, protecting the legitimate interests of the masses, improving the people’s moral standards, and promoting government’s performance to a high standard in market supervision, social management, economic regulation and public service functions.In recent years, a number of sectors and regions have developed pilot projects of unified social credit evaluation system in various forms. Drawing on the advanced experience regarding the unified credit management of other countries, remove the discrete compartmentalization of credit evaluation system to make some progress in the construction of social credit evaluation system, but there are still many problems to be solved. In the face of the new situation, it is pressed and arduous to construct social credit evaluation system. Therefore it is required to unify our thinking, enhance coordination, and have a good knowledge of our task to pave the way for the construction of social credit evaluation system. During the experimental process, the unified credit management of Wuhan city has been at the forefront, one of the key aspects of credit management at present stage is how to implement the scientific and effective unity of credit management in Wuhan City, apply the results of credit evaluation into practice, establish and safeguard the system of social justice. This paper elaborates the need to achieve a unified credit from the perspectives of historical and social development, and then introduces the basicmeaning of credit management, the characteristics of credit management as well as the basic principles of unified credit management. Through the general introduction to the credit system and unified management, the summary is given about the problems during the construction of a public unified credit management in Wuhan. On the basis of in-depth study, drawing on the advanced experience from both domestic and abroad, by the lag analysis of unified credit management in Wuhan, this paper proposes measures to improve and guarantee the sustainable development of a unified credit.
