A Study On Rural Finance Supports Of Rural Economic Growth In Heilongjiang Province

"Three rural" issue is an important issue in China’s modernization. In China’s modernization, the most important and most difficult task is to solve the problem of "three rural", and realize the modernization of agriculture and rural economic growth. Heilongjiang province is a big agricultural province in China. It is the largest commodity grain base in China, and the commodity gain production accounted for20%of China. The land conditions of Heilongjiang province accounted for first in China, it is one of only three pieces of black soil land of the world, and the total cultivated area is located in the first in China. In2012, agricultural economy of Heilongjiang province developed stable, realize the primary industry added value211.37billion yuan,41.22billion yuan, more than the last year. Grain output hit a record high. In2012, total grain output57.613million tons, an increase of3.4%, consolidating its position as the national’s first largest province of grain production. Heilongjiang province agriculture and rural economic development plays an important role on the development of economy in Heilongjiang province. It is even important in the steady development of the national economy. But the existing rural financial system in Heilongjiang province which have a lot of shortcomings, can’t meet the increasing needs of the rural economy. In order to ensure sustained, healthy and stable development of the rural economy, we must have a perfect financial system as a support.This paper firstly definite the concept of economic growth and financial support. And then this paper analyses the status quo of Heilongjiang province. To research the economic relations between the rural economic increase and the banking support, analysis the influence degree of the financial support for rural economic growth of Heilongjiang province and supporting effect, this paper use Heilongjiang province rural financial support and rural economic growth data, by using the eviews6.0to analyze the relevant data of Heilongjiang province rural economic growth and financial support, and based on the co-integration theory and error correction model, explore the long-term and short-term relationship of Heilongjiang province rural economic development and financial support, then get the following results:there exists a long-term equilibrium relationship and a positive correlation between rural economic growth and financial support, the more agriculture loans, the higher rural economy growth rate. But in recent years, the demand for financial service in Heilongjiang rural areas is more and more urgent, and the rural financial support can not fully meet the needs of the rural economy. This paper summarizes financial support problems which existing in the economic development of Heilongjiang province. The problems are agriculture loans less and agriculture loans unreasonable allocation structure. And then further analyze the causes of these problems. The main reasons are:Heilongjiang province rural financial system is not perfect; money the fickle kinds of rural financial institutions to lend phenomenon is serious; the rural financial innovation is lag; the rural financial ecological environment is poor. Aiming at these problems and the reasons, this paper puts forward5aspects countermeasures and suggestions. They are:the optimization of rural financial system in Heilongjiang province; innovate the market money supply in rural financial of Heilongjiang province; innovate Heilongjiang province financial support; to improve the financial support environment of Heilongjiang province; perfect the Heilongjiang province rural financial support policy.
