With the rapid rise of wind power industry, the wind power investment company begin a large-scale rapid expansion which will bring not only the growth of the company, but also the situation of the project investment decision-making failure. In the increasingly fierce market competition, the wind power investment enterprise urgently need to solve the problem is how to quickly develop new project and make decision more scientificly and more rationally. The thesis focuses on the Tongliao project’s second phase of wind power company G, which presents a LCC model of wind power project by introducing the concept, idea and contents of LCC and analyzing the input cost, operating cost, maintenance cost, failure cost and scrap cost and so on. In addition, we find that a number of key factors is thoughtless in traditional financial evaluation system, such as the life span of the project, the power situation after actual project operation, the price using in project evaluation,the choice of fixed-assets Depreciation Method. On this basis we present the LCC wind power project financial evaluation system and design the financial feasibility analysis project which accord with the wind project actual situation from the aspect of LLCC,the whole life cycle cost recovery period, CE and so on.At last,we contrast traditional financial evaluation project and LCC financial evaluation project in the Tongliao project’s second phase of wind power. The result shows that LCC financial evaluation project will make project profitability evaluation more scientific and more reasonable,which proves the necessity and reference in the wind power project financial feasibility analysis.
