However, with the rapid development of marketeconomy, because of excessive dependence on coal mining and the impact of nonrenewable resource life cycle is, Yangquan is facing a series of problems of industrialstructure is not reasonable, between the ecological environment pressure, urban andrural development is not balanced, slow economic and social development, theseproblems directly affect the sustainable development problem the whole city.In this paper, through the development of urbanization theory research of new-typeurbanization development theory and resource-based city, expounds the meaning,characteristics of resource type city, new urbanization scientific meaning,characteristics and theoretical basis, and the comprehensive evaluation of Yangquancity in promoting the valuable achievement of urbanization in Yangquan city, andthe advancement of new towns construction has the background conditions. Based onthe analysis of Yangquan city in promoting the new-type urbanization construction problems and reasons, the main problems is including: differences on geographicallocation, the level of economic development and mode of urbanization decide thedifferences on regional urbanization; the uncoordinated development has become amajor obstacle to China’s economic development; rural residents into the city difficult;Urban system is unreasonable and the urban-rural income gap; the severe ecologicalenvironment. The reasons for these problems are including: the industrial structure isnot reasonable and the supporting ability is insufficient; two structure in urban andrural areas in the household registration system, employment system, social securitysystem to hinder the development of the new-type urbanization; rural land system isnot perfect; the new-type urbanization construction investment is insufficient; the cityhas single function.In view of the above problems, it is necessary to study the other resource type cityand district in promoting the beneficial experience in the urbanization construction,and also to combine their own actual situation of Yangquan city, put forward thefeasible measures. The experience of foreign resources city urbanization developmentis mainly: the establishment of relevant institutions responsible for the coordination ofurban industrial transformation; accelerate the development of alternative industries;continuously improve the technical capacity of workers; consummating the system ofsocial security. For the Yangquan city, the main measures are including: to strengthenthe institutional innovation to two urban and rural economic structure, which is mainlyto improve the household registration system and social security system; perfect thesystem of rural land; innovation investment and financing system; including theestablishment of new-type urbanization construction fund and broaden the financingchannels; promoting industrialization and new urbanization coordinated development,including further promote the upgrading of the industrial structure, vigorously developthe tertiary industry, optimize the industrial layout of the town, to accelerate thedevelopment of circular economy; optimization of urban layout, accelerating theintegration of urban and rural development, including promoting the rapiddevelopment of the regional center, accelerate the development of county seat and thecenter of towns, promoting the integration of urban and rural development.
