The Research On Financial Control Model From The Strategic Perspective

Nowadays the world’s economic integration has intensified steadily, and the group enterprise plays amore and more important role in the global economy. Growing market competition led to group facesincreasing pressure, and the group company should be continuously made adjustment in internal controlaccording to the constantly changing internal and external environment of enterprise. The position of thefinancial control is very important in the management control of group company. The management of agroup company is more complicated than that of a single enterprise. The complexity is more visible on thethe management and control of headquarters to subordinate company and relevance among its subsidiaries.The management of a group company is more wide-ranging and refer to more subjects.Since the research of foreign on financial control model has become mature, it has a very goodreference value for the application of financial control mode in enterprises of our country. But there existssome problem such as the less of the financial control practice, a narrow perspective of research on modeland lack of research on improving measures, which is difficult to meet the complete requirements ofmodern enterprise group on financial control mode. This paper tries to find out the financial control modewhich is fit for the development of group enterprise, with the analysis and study of strategy theory of thePD group which can apply to the group financial management. As a large energy and chemical industrygroup in China, the PD group faces various risks in economic environment today. To deal with easeinternal and external risk of from group enterprise, the most important thing is to strengthen the financialcontrol of enterprise group.This paper summarizes and expounds the definition of group enterprise, and it is based on the analysisof the characteristics of financial control model of group company, and it summarizes three kinds of typical enterprise group finance control model, and points out factors that make influence on selection of financialcontrol model of group company. On the basis of relevant theories and concepts, the paper build a groupfinance control model under strategic perspective innovatively. The research purpose of finance controlmodel from strategic perspective is value maximization of the enterprise. According to the principle ofcomprehensiveness, systematicness and the principle of economy, the strategic will be matched the groupfinance control model in the paper, and control measures of the financial control model are put forward.Based on the principle of correspondence between management system and the organizational structure ofcompany, the main way of the financial control of company has been put forward are overall budgetmanagement theory, the centralized management of capital, appointment system of financial personnel,internal audit system, integrated financial information system and so on.The paper uses a method of case analysis to analyze financial situation of the PD chemical groupcompany, and discusses the existing problems and drawbacks of the PD chemical group company infinancial organization, budget management, fund management, financial management, auditing andfinancial information system. With analysis on problems and its cause, the main cause of the drawbacks ofthe financial control model of the PD chemical group company is the financial control model has not beenable to keep up with the changing of development strategy of the PD group company. According to thegroup’s strategic objectives, the group should take adjustment in the financial control model, and refactorfinancial control system. According to the target of development strategic adjustment of the PD groupcompany, the requirements of strategic to financial controls are pointed out. With analyzing influencefactors on by hierarchy analyses method the financial control model of the PD chemical group company，the group finance control model under strategic perspective has been built suits the PD chemical groupcompany. According to the practice of the PD group, the supporting measures of the financial control model are put forward. The company should make financial plan with strategic thinking and focus ontaking the financial strategy applied in practice; reform financial organization system and make thespecialization and regional financial control; strengthen the overall budget management and promoteexecution of group strategy; optimize functions of fund-balance center and implementing the centralizedfund management; reform financial personnel management system and promote financial personnelappointment system; strengthen control of internal audit and improve the internal control systemconstruction;build the information platform and realize the integration of financial information.
