Regional industry transfer as a kind of resource optimal allocation mechanism, is the hot topic in theory and practice. Under the guidance of industrial gradient shift theory, industry regional gradient shift is advantageous to realize the reasonable upgrading of regional industrial structure adjustment, but also to sustainability of the regional economic coordinated development. Although our country economy of eastern coastal areas is developed, and the per capita living standard is high, it is facing increasingly severe resource depletion, environmental pollution and the increasing cost of land and human, and so on. Therefore, which the eastern region is ordered to gradient shift to the central and western regions, is to solve a series of problems of eastern, to realize the eastern region industrial optimization and upgrading, to improve the Midwest reasonable industrial structure, as well as to continue the coordinated development of regional economy, and that is overall objective requirement and inevitable trend. However, for a long time, the mature industrial gradient shift theory is not reflected between the regional economic development in our country, and large-scale industrial gradient shift phenomenon does not occur between in the east and Midwest. As a result, China’s regional industrial gradient shift occurs the’sticky’problem. How is the sticky problem happened? How is the sticky problem impact to our country industrial gradient shift? How is it to remove the sticky problem, in order to promote industrial gradient shift? These are questions of great research value, and it is the urgent reality of the industrial gradient transfer between regions.This article reviews the relevant theories of industry transfer both at home and abroad firstly, which gives the concept definition to our country’s industrial gradient shift question for the theoretical research. At the same time, the article induce the motivation and influence factors of the industrial shift, and the role of government of industrial gradient transfer, and the sticky mechanism, and so on from the existing related literature. Then, before to study on the specific sticky issue, the article solves the two basic problems using our country’s economic data within the east, central and western regions, namely the existence of our country industry gradient transfer viscous, and through constructing inverted u-shaped model of viscous to the rationality of existence.So-called industrial gradient shift viscous is inferred using push-pull model to explain which means the resultant force between the industry transfer area to pull and push and the industry undertake area to push and pull. Through the analysis of between enterprise internal and external factors and the government of the two perspectives influence of industry gradient transfer viscous, this article adopts two aspects of industrial transfer and undertake area to analyze the generating mechanism of the industrial gradient shift viscous. In order to prove the influence factors of industrial gradient shift viscous and its extent, this article selects the traditional manufacturing industries from the perspective of industry life cycle which divides the industry into growth period, mature period, decline period and the phase-out period, and carries on the empirical analysis points to the east and Midwest, and contrast reveals the role of industrial gradient shift viscosity influence factors. Through detailed analysis, this paper concludes that the eastern coastal areas in China exists a serious industrial gradient shift viscous, and many factors, such as regional industrial agglomeration, the degree of market capacity, the convenient of transportation is obvious effects on industrial gradient shift viscous. At the same time, the paper studies the role of the government factors on the viscosity, which industrial transfer and undertake area to government are both from the perspective of interests balance to think under the examinational standards in our country, and the two governments is difficult to achieve win-win cooperation; And, in this paper, empirical part points out that the eastern region of the government on industrial gradient shift extent of viscous is significantly higher than that of the western region.
