National five-year plan is put forward to promote agricultural modernization, it must stick to intensify efforts benefiting to farmers, the national development and reform commission (NDRC) announced on its web site of the national development and reform commission issued by the "twelfth five-year" plan of the development of rural economy of the country’s notice, required intensify support for rural financial policies, broaden the rural financing channels.Rural Microfinance is a major component of microfinance. It is accompanied by the emergence and development of microfinance. Its main goal is to provide financial capital for farmers to engage in income-generating activities, and then make them get rid of poverty. For a long time, the problem of "agriculture, rural areas and farmers" effect on our country’s economic growth and social stability is an important topic, while farmers microfinance as an important means for the government to solve the problems of agriculture in our country has achieved some success, but it also faces the issue of sustainable development.This paper analyzes the related literature of Rural Microfinance basing on collecting and summing up the literature and historical data. Theoretically, this paper analyzes the factors of Rural Microfinance’s availability. Taking Baihua village in Zhangzhou city as an example and combined with stepwise to filter out the key factors of affecting Rural Microfinance’s availability: working years, funds, loan term, loan purposes, the evaluation of financing environmental, the efficiency of loans, the means of loan, loan interest rates, the reason on why people don’t want to apply for a loan. Thus, we propose to improve the availability of Rural Microfinance suggestion: To improve the ability of farmers own financing ability; increase financial institutions to support farmers; improve the national policy of Rural Microfinance.
