Research On Operating Infrastructure Asset Securitization

Asset securitization is known as one of the most advanced technologicalinnovations of financing in20thcentury in the world. Currently, Qingdao City isin the process of Urbanization, because of the huge demand of funds, limitedsupply of funds and the limitations of the traditional channel of financing, thereis a contradiction between the construction fund demand and the supply.Therefore, it is necessary for Qingdao to use asset securitization financing forinfrastructure construction. As many conditions has become more mature,carrying out asset securitization for infrastructure construction is feasible.This paper has analyzed the background and significance of carrying outasset securitization on infrastructure construction in Qingdao, and described thebasis theories of infrastructure asset securitization. Besides, the paper hasanalyzed the conditions, the channel of financing and the funding gap ofinfrastructure construction in Qingdao. This paper has also researched the modelof financing for infrastructure construction, especially the financing measure ofinvestment and financing company for local city to the Qingdao’s infrastructurefinancing, and found out the problem of various financing modes at present,compared the advantages of asset securitization with other project financingmeans of project, analyzed the advantages of using asset securitization tofinance for Qingdao’s infrastructure construction, and analyzed the feasibilityand necessity of carrying it out, the difficulty during the implementation processis included. Finally, the paper has designed the program of the infrastructureasset securitization in Qingdao. At last, the policy suggestions of assetsecuritization operation have been put forward.
