To support the urban and rural medical health reform anddevelopment, the central government constantly improve the level of investment,support health care infrastructure construction, providing health service support andguarantee for national system for basic drugs. Effective financial support for the urbanand rural medical and health undertakings development, public health resourcesincrease steadily, and the distribution of the urban and rural gap to improve. Allocation in medical and health gapexists long-term accumulation effect, configuration between urban and rural areas inhealth funds, health beds, the number of technical personnel and service level, etc, arestill in a state of disequilibrium.According to the above facts, this paper USES the method of tal index tomeasure has been made for the medical and health resources allocation between urbanand rural areas in China, the results show that the gap between urban and rural areasin our country after2006have improved significantly, but the gap between urban andrural areas is still larger, distance to achieve the balanced allocation of urban and ruralmedical and health resources in our country there are still a long way to go. Andpresent urban internal gap is smaller, the characteristic of the large rural internal gap,to increase the supply to rural medical and health resources, improve the rural medicalenvironment. To explore the fiscal expenditure on the influence of the gap betweenurban and rural medical and health resources allocation, the paper from theperspective of health expenditure structure, using the method of state space modelanalyzes the fiscal expenditure on health, personal health spending and social healthexpenditure in the different role of narrowing the gap between urban and ruralmedical and health resources allocation. Results show that the fiscal failed to play adominant position, it is the effect of individual health spending is the largest. Medicaland health resources according to the liquidity of the class can be divided into medicaland health personnel "soft resources and medical institution beds" class "hardresources", through empirical analysis found that "hard resources" the gap betweenurban and rural areas to improve more easily, and "hard" resources can be improved.Through empirical analysis, the gap between urban and rural medical and healthresources allocation is too large, fiscal spending accounts for less total funding topromote the cause of the formation of the gap.
