Forestry is not only an important basic industry，but also an important public welfareundertakings，which occupies a very important position in the national economy and socialdevelopment of our country. Hunan is a very important province，which has particularly richforestry resources. Forest landscape is very rich in the territory of Hunan province. There arealso many different kinds of animals and plant resources. Therefore，the development of Hunanforestry is in good innate conditions. However，Since a period，as a key forest zone in thesouth，the existing forest resources structure of Hunan province is still unreasonable，itsprominent performance is as follows：Tree species is very single; the proportion of matureforest is low; the level of forestry industrialization is very low; the industrial structure isunreasonable; the industry chain is very short; there is no correlation，coordination and balanceamong the first，second and third forestry industry; the kind of forestry products is relativelysingle; information services，intermediary services and financial services are not perfect; thedevelopment of forest tourism is in a lag.Development is the eternal theme of human society，and the development should besustainable. Sustainable development not only meets the demands of modern people，but alsodoesn’t endanger the development of future generations to meet their needs. The sustainabledevelopment of forestry is a forestry practice，which aims to keep forestry production capacity，renewable ability and biological species diversity. On this basis，through the comprehensivedevelopment and utilization，forestry exerts its function to meet not only the needs of socialdevelopment under current economy，but also have the ability to continuously meet the needs.The sustainable development of forestry is a guarantee for meeting the demands of nationalconstruction and people’s production and living for ecology and forest product，the necessaryrequirement of realizing the construction of ecological civilization and the harmoniousdevelopment of man and nature which is putted forward on the Party’s eighteenth nationalcongress. The sustainable development of forestry is related to the improvement of ecologicalenvironment，and it is also related to people’s health and well-being. This paper make a research on the forestry sustainable development countermeasures of Hunan province，which isof great theoretical and practical significance to realize the sustainable development of forestryand ecological civilization construction in Hunan province.This paper introduces the proposing and its meaning of sustainable development，illustrates the connotation of forestry and forestry sustainable development，expounds theconcept，connotation and development course of ecological civilization，and clarifies therelationship between the sustainable development forestry and ecological civilization.This paper comprehensively analyzes the basis conditions of forestry development ofHunan province from various aspects such as the geographical location，climate conditions，water conditions，land resources，mineral and energy resources，tourism resources. It points outthat the geographical location of Hunan province is superior，the climate conditions and waterconservancy conditions is good，and Hunan province is very rich in land resources，mineral andenergy resources and tourism resources. This paper also comprehensively analyzes the presentsituation of forestry development in Hunan province from the forestry land，species resources，forestry industry，forestry ecological construction，the reform of forestry，forestry policy，forestry investment. It points out that there are many different kinds of forestry land in Hunanprovince，tree species resources are very rich，the quantity of economic entity unit in Hunanprovince forestry system is very large，forestry industry’s overall development is rapid，keyindustries obtain outstanding development，the forest coverage rate increases significantly dueto the long-term greening afforestation，in addition，forest volume increases greatly，the areaof the public welfare forest expands continuously，and the number of wetland and naturereserves has a obvious increase，forestry reform is advancing continuously，and forestry policyget better implementation In Hunan province.By analyzing the current situation of the development of Hunan forestry，making acomparison of forestry development of home，abroad，surrounding provinces and cities，thispaper puts forward some deep-seated contradictions and problems to be solved in the processof realizing the sustainable development of Hunan forestry. First，the overall structure of theforest resources is not enough reasonable. Due to the unreasonable economic activities for along time，the natural environment，animal and plant resources of this region have beendamaged seriously. The specific performance is as follows：the proportion of forest kinds，tree species and forest age structure is seriously imbalanced; the rate of forestland productivity，forestland utilization，trees comprehensive utilization and forest products commercialization isvery low，which is not consistent with the concept of sustainable development forestry.Second，the forestry management exists many problems，the specific performance is asfollows：welfare forest management lacks effective mechanism and subsidy policy; collectiveforest right system reform left some problems to be solved; the condition of forestryadministration and forestry law enforcement at the grass-roots level is very poor; forestry lawenforcement personnel at the grass-roots level can not perform their duties very well. Third，theforestry industrialization level needs improving，the specific performance is as follows：theindustry development is not balanced; structure proportion is unreasonable;forest industrybenefit is not very ideal; the development of key industries such as bamboo industry has theproblem of low quality; the management needs to be strengthened. Fourth，the local ecologicalquality needs improving，the specific performance is as follows：the distribution of ecologicalresources is unbalanced; the problem of water loss and soil erosion is very serious; ecologicalenvironment maintenance is difficult. Fifth，forestry lacks a long-term scientific developmentmechanism，the specific performance is as follows：subsequent forestry investment is fatigue;forestry lacks professionals; the popularization of green environmental protectionconsciousness is not yet in place.In order to solve these problems， the author puts forward the countermeasures of forestrysustainable development in Hunan province through in-depth investigation and analysis. Firstof all，we should introduce the concept of ecological civilization in the forestry sustainabledevelopment，we should look at the forestry out of the forestry，we should actively improve theforest ecological environment， we should develop forestry by following the natural principle，we should speed up the implementation of forestry ecological protection engineering，weshould lead forestry sustainable development with the concept of ecological civilizationthrough establishing and perfecting the system of forestry ecological civilization，and weshould give sustainable development forestry more ecological function. Secondly，we shouldadjust tree species structure and coniferous and broad-leaved forest structure of forestresources，do well in tending and intermittent cutting of mid-maturation forest and young forest.Thirdly，we should reform the forestry administration，rationalize enforcement system， strengthen the management of forest cutting，strengthen forest land protection，and strengthenthe supervision of timber processing business circulation. Fourthly，we should speed up theoptimization and upgrading of forestry industrial structure. we should develop forestry firstindustry and forest second industry. we should establish a more perfect whole service system.Fifthly，we should build a relatively complete forestry ecosystem. we should make a long-termplan to improve the quality of forest ecological resources. we should realize characteristicbreakthrough of the forest eco-tourism. At the same time，we should implement ecologicalprotection strategy in order to obtain both economic and ecological benefit. Sixthly， we builda long-acting mechanism of forestry science development，intensify the protection andinvestment of forest resources sustainable development，increase the breeding of forest treeseeds，intensify efforts to demonstrate and promote science and technology，increase supportfor forestry enriching engineering，guide private capital to enter the forestry industry，injectnew vitality to the forestry industry. At the same time，we should train and introduce forestrytalents，and provide talent guarantee for the development of Hunan forestry in order to realizeforestry sustainable development of Hunan province.
