Study On The Improvement Of China’s Merchandise Export Tax Rebate Policy

Export tax refund policy is a way to enhance the competitiveness of domestic goods in international trade, mainly through the refund of export products tax paid by domestic products to balance the tax burden, which makes the country’s products with no tax cost to enter the international market, in order to compete with foreign products in the same conditions and improve our country’s foreign trade, In the past thirty years, China has improved the export tax rebate policy since1985, when the export tax rebate policy was established, especially after joining the WTO, China’s merchandise export tax rebate policy mainly adjusted largely in the tax rate, tax rebate commodities and ways of refund with different periods of domestic and foreign trade situation. The export tax rebate policy is very important as a public policy to our country’s foreign trade, for its achievements in promoting the international competitiveness of Chinese goods, reduce the international friction and so on. In the study of the improvement of China’s merchandise export tax rebate policy and the analysis of the current export policy, combined with the actual effect of Yunnan area, we take Yunnan as an example to further study disadvantages of China’s merchandise export tax rebate policy presently, as well as the reasons caused, including the export tax rebate rate adjusting, high-tech export tax refund cheating, long time tax refund etc. Furthermore it is caused by the imperfections of tax rebate rate, unbalanced development of East-West rebate, information asymmetry and tax rebate policy loopholes, In view of the above reasons, we put forward some ideas and suggestions to improve the export tax rebate policy according to the WTO and other international principles, such as to adjust the export tax rebate rate and products, to enhance the export tax rebate policy on China’s foreign trade promotion, and to further improve the management of export tax rebates, I hope all of that would bring some help to further improvement for the current public policy.
