The Study Of The New Rural Social Endowment Insurance System In Taishan District

As a vast agricultural country, the rural population accounts for about71%of Chineseand rural aging population accounts for75%of the total population. The aging of thepopulation has become a problem that can not be neglected. The new rural socialendowment insurance is subsidized by central finance and local finance, which isanother major beneficial project following the cancellation of the agricultural tax.Shandong is one of the provinces which launched the new rural social endowmentinsurance of the country. In2003, there were some regions of Qingdao and Yantaimade experiments about new rural social pension insurance. The rural socialendowment insurance implemented in1992in Taian, and experiences3stages, whichincludes pilot of expanding the insurance (from1992to1997), rectify and standardize(from1998to2003) and exploring pilot (from2003to now).The first part of the essay describes the study background, the aim and themeanings of the new rural social endowment insurance. It also concludes severalperspectives of scholars overseas and lists the studying methods, innovations andshortcomings.The second part explains the theory basis of the essay that provides the proof foranalyzing the current endowment patterns in China and the operation of the new ruralendowment social insurance system which introduces three main theories into thethesis--welfare economics theory, market failure theory and path selection theory.The essay takes Taishan District as an example in the third part to introduce thecurrent operation and situation including fund raising and salary treatment, what’smore, this part also presents the connection between traditional rural socialendowment insurance and the new rural social endowment insurance briefly.The fourth part pays attention to the problems of the rural social endowmentinsurance in Taishan District, which includes several disadvantages about system thatleads to the intermittent situation of new rural social endowment insurance but alsosome matters of facts in rural area results to fund value-decreased, the absence of fundsupervision, the backward of information management and so on. The fifth part of the thesis provides suggestions to complete the new rural socialendowment insurance. It suggests that the new rural social endowment insuranceshould try to find more ways to preserve or increase the value of pension at the sametime use pension monitoring system and strengthen to guarantee the service ability ofsocial security operation.
