Operation Of Rural Social Endowment Insurance Fund

With China’s rural economic system reform,changes in the structure of ruralfamilies and rural population aging intensifies,rural social security, in particular tothe problem of rural endowment insurance is becoming more and more important. OnSeptember4,2009,State Council released, the State Council to carry out the newrural social pension insurance pilot guidance, which brings the rural socialendowment insurance system in China into a new period. The new rural socialpension insurance system plays an important role in giving rural residents a sense ofsecurity and promoting rural economic development and the deepening of reform,breaking the dual economic pattern in China.Rural social endowment insurance fund,is the core issues and key aspects ofrural social endowment insurance. Operation of rural social endowment insurancefund, which relates to China’s rural social endowment insurance system for smoothimplementation of the sustainable development down, is also critical of China’s ruraleconomic development and social harmony and stability. Therefore, the study of thenew agricultural insurance fund operations management mechanism is very importantto both theoretical and practical.This article puts Youyang County as the example, I`ll try to provide objectiveanalysis on the status quo of the operation and management of the new farmer’sinsurance fund in Youyang County. Studying the problems in the management ofYouyang County new farmer’s insurance fund,such as low insurance rate; highpressure to local financial subsidies; the township pension insurance agenciesimperfect; low level of fund safety supervision. In the end, I`ll give some advices tofund raising, fund regulator, pension pooling level. These will further promote thedevelopment of rural social endowment insurance pilot in Youyang County.
