The Research On Grassroots National Taxtion Organ Performance Management

With the deepening of our government insititutional reform, the governmentperformance management has received extensive attention and concern. The IRS（Internal Revenue Service） of Binhai County, like other national tax authorities atthe grassroots, has directly dealings with taxpayers and has the task to organize thenational finance income. Recent years, the entire tax system are conducting functionaltransformation, and the strategic target has been adjusted from getting good incometaxes with a good team to the construction of public service-oriented government andspecialization of modern tax management, which also result the change of managementfunction, personnel structure, working methods and other changes. But compare to thespecialization of modern tax management, the IRS of Binhai County still remains at lowlevel. The problems such as performance assessment more than performancemanagement, assessment becomes a mere formality and lack of communication, cadre’senthusiasm is not high, afterwards evaluation rather than feed forward control are stillnot completely solved. Therefore, it’s extremely important to establish a comprehensiveperformance management system which also conform to the requirements of thedevelopment of the government.Based on such consideration and starting from the basic theory of knowledge of performance management, this article introduces a series of questions of the government performance management of the IRS of Binhai County with the method of documentary,research, theoretical analysis and empirical analysis, and wants to analysis of the existing problems. On this basis, many countermeasures and suggestions are came up to improve the performance management of the IRS of Binhai County by borrowing ideas from other tax organizations’ advanced experience home and abroad in performance management and designing the key performance indicators of balanced scorecard.
