Having started comparatively late, the performance management system of public institutions in our country has been in the process of research and exploring in terms of relative theories and practice. There has been a variety of problems in the implementation of performance management in institutions. Thus, how to improve performance effectively is the present concern and the common challenge for public institutions. Meanwhile, how to take advantage of advanced concepts and methodologies to solve problems scientifically encountered in management has become urgent. Therefore, the key solution is to establish the performance management system under practical circumstances and bring it into force, renovating poor performance management in institutions.It has been proved that it will directly influence the whole performance and enhance the core competitiveness if the institutions make efforts to create favorable inside and outside environment and establish the developed legal institutions, break the limitations of the titles or technical ranks as well as lead into competition mechanism. It is suggested that scientific performance management methodologies should be implemented entirely despite the fact that institution setting has not been rational and working efficiency has been relatively low. What’s worse, the problems of rigid management mechanism and lack of vigorous creation have still exsited.This paper has done a large quantity of research base on the S Bureau and has adopted a series of analysis, aiming to thoroughly analyse the fundamental conditions in development and discover the existing problems. This paper draws a clear conclusion that the application of the advanced management systems such as BSC、KPI has contributed to improvement of performance management in public institutions. In the meantime, a practical performance management systems will be established to meet the working requirements of the S Bureau.
