Housing is one of the basic human needs and rights. Moreover,"Home Ownership"is five-thousand-year-long traditional Chinese culture that almost every Chinese wantsto have his own house. Since china’s reform and opening up to outside world, With therapid development of China’s economic and city modernization construction, people’sliving standard is increasing day by day and the housing environment of residents hasbeen changed, which results in housing problems that have become the product of theaccelerated development of urbanization. Facing the severe situation of the housingproblems and the failure of market regulation, the government took some actions to dealwith the problems by meanings of a series of Policy arrangements—"visible hand"—tomeet the needs of the social public.This article puts forward the quasi-public product attribute theory of publichousing by the definition of the concept of public housing on the basis of the theory ofsocial justice theory, social security and public goods theory. Through the study of thecurrent implementation situation of the public housing system in Changzhou, the paperanalyzes its existing problems such as the lack of security funds and necessary legalprotection, the mechanism imperfect of the public housing access and exit, the lowcoverage of the housing accumulation fund, and so on.The article summaries the advanced experience of the public housing policy fromthe UK, Japan and Singapore; Then I put forward the government-led mode in publichousing management and Loosening the purse strings for it; China should establish andimprove the personal credit system and social supervision system; The law guaranteesystem and the supervision and management mechanism need further improvement; I propose to enhance the accumulation fund system and expand the coverage of securityobject. Moreover, it is important to further improve the deficiency of in theimplementation of public housing system in small and medium-sized cities.
