Since the reform and open policy, our country’s economy has realized a leap ofdevelopment, economic strength enhances unprecedentedly, and followed by the rapidgrowth of energy consumption and carbon emissions.China is the second largest country forenergy consumption and carbon dioxide emissions. Development of low carbon economy,asthe basic way to coordinate development of social economy, energy security and responsingto climate change, has been generally recognized by the countries in the world.China is in animportant period of industrialization and new urbanization, the contradiction betweeneconomic growth and resource,environmental constraints is becoming increasinglyconspicuous.With the acceleration and deepening of low-carbon economy in the world,thetraditional high-carbon economy development mode faces severe challenges.Thedevelopment of low-carbon economy is imperative.The relationship of energy consumption,carbon emissions and economic growth is acomplex system.On one hand,energy promotes economic growth as the materialbasis.Energy consumption is a necessary condition for economic development.On the otherhand,energy consumption leads to carbon emissions,affecting the quality of economicdevelopment.Therefore,how to keep the economy sustained, stable, healthy, greendevelopment is a key problem to be solved with the dual constraints of energy consumptionand carbon emissions.How to coordinate the relationship of energy consumption, carbonemissions and economic growth is particularly important on the way of developinglow-carbon economy.Many scholars study only the relationship between economic growth and carbonemissions,energy consumption and economic growth in this area.Studies on the relationshipof these three indexes are relatively rare.On the basis of summarizing the relevant literatureat home and abroad,this paper carries out a statistical analysis on data of these three indexesfrom1990to2009and makes comparisons respectively based on nationwide,eastern,centraland western region.Results shows that China’s energy consumption, carbon emissions andeconomic growth, whether from the Angle of quantity, or from the perspective of growth areamong the world top, while presenting significant regional differences.The eastern region iseconomically developed with more,followed by the central region.The western region is economically backward with less energy consumption and carbon emissions,while havingrapid growth rate and boarder space of development.This paper then empirically studies theimpact of energy consumption and carbon emissions factors,finding that there are long-termequilibrium relationship among energy consumption and economic development,theexistence of the industrial structure, technological level, the level of urbanization,and thereare long-term co-integration relationship among carbon emissions and economic growth,industrial structure, population, energy prices, energy efficiency,standard of living.Finallythis paper empirically studies the dynamic relationship for energy consumption,carbonemissions and economic growth.Research results show that:there are long-termco-integration relationship among these three indexes.Energy consumption causes economicgrowth and carbon emissions,economic growth causes energy consumption and carbonemission,and carbon emissions also causes economic growth.Both the impact of energyconsumption on economic growth and carbon emissions,and economic growth on energyconsumption and carbon emissions are positive.The influence mechanism is basically thesame,with different degree.On the basis of summarizing the research conclusion, this articleputs forward relevant policy suggestions.
