The Study Of The Index System And Evaluation Procedure Of The Internal Control In The County-level Power Enterprise

Since the enactment of Sox-Austrian Corsley act, all the countries in the world pay more attention to the construction of enterprise internal control, have issued internal control standards or guidelines, through practice and exploration of these years, enterprise risk, standardized management, and achieved good results. From2008to2010, the Ministry of Finance and other five ministries have jointly issued the basic norms of internal control and supporting guidelines, the basic framework and principles of internal control system in China. In2012, the SASAC issued the "notice" on accelerating the construction of the central enterprise internal control matters related to system, the electric power enterprises to speed up the internal control system built to specification. At the present stage, the power enterprises in various levels are confronting a complicated and changing external environment. In order to cope with the challenge brought by this changing environment, the power supply enterprise in the county level should establish a proper evaluation system of internal control. It should also carry out the management in a standardized, normalized and specific manner so as to reduce the cost, enhance the efficiency, manage the operation risk as well as achieve the sustainable and sound development of the enterprise. This paper will make an in-depth analysis on the evaluation index system and evaluation procedure of the internal control in the county-level power enterprise. Based on the theory of internal control and theoretical study of evaluation system, this paper will make an analysis on the factors in the evaluation system of the internal control and also establish an index system of the internal control with operability. The index system and evaluation process in the construction process, combined with the county power supply enterprise the current ongoing benchmarking, administration of enterprises, according to the internal audit and other management and other management methods, strive to combine theory with practice. What is more, this paper has also built an evaluation procedure targeted at the internal control in the county-level power enterprise based on the actual condition. Based on the empirical analysis, the index system and evaluation procedure proposed in the paper will be of great reference value to the county-level power enterprise in China.
