Energy and environment problems have gradually appear to Chinese power industry during its rapid development, which restricts its further forward. To resolve the problem of low energy efficiency, high energy consumption and heavy pollution, price mechanism is the most useful adjustable tool. Aimed to make a sustainable development for the power industry, analysis in terms of problem due to externality and pricing mechanism optimization come an important theoretical and practical significance.This paper first makes an introduction of the current research status about external problem, ending in the point that the power price of thermal plants which have negative externality cost has long been underestimated and the tariff of wind which has positive externality costs also lack proper cost compensation. It then makes a cost-profit model considering present pollution levy system which qualifies the environment pollutant values changing with the coal price and grid electricity and finally gets the overall cost of thermal plants tariff considering the built-in external cost. Furthermore, it sets the Rudong wind farm’s second phase project as an example, using the cost-profit method to get the wind tariff combing with proper profit and cost compensation. Finally, it puts forward the concept of reasonable tariff pricing mechanism and trying to formulate analytical framework. The framework sets from the principle of reasonable cost compensation, reasonable profit, environment protective and renewable energy development promotable, make built-cost method model, renewable energy units can be compensated, low efficient plants fined and add settlement surplus of every units up to be the final total settlement surplus under the comprehensive social unified clearing costs.This paper has a certain reference value for the study of Chinese electricity tariff reform and promoting the development of renewable energy.
