ABSTRACT:The resource-based city is an important part of China’s urban system. The large number of resource-based cities has played a significant role in China’s economic development, especially in China’s industrialization process. However, due to the characteristics of resource-based city itself as well as institutional and urban operations management and other external reasons, a series of economic, social and environmental problems arise in the resource-based cities. Industrial transformation of resource-based cities is a worldwide topic, and the resource-based towns groundbreaking research dates back to the1930s. For related researches abroad, industrial restructuring practice and exploration have also implemented a number of successful restructuring cases, such as Ruhr, Lorraine, Houston, Kyushu and so on.The current transformation task of China’s resource-based cities is hard and urgent, and the concerning research has great necessity. Based on resource-based urban industrial restructuring basic concepts and theories, this thesis sums up the successful experience industrial transformation of resource-based cities at home and abroad, and then with the introduction the three modes of resource-based cities industrial transformation, four key factors are considered in mode selection. Finally, taking the Ordos City of inner Mongolia as an example, the industrial structure of Ordos was analyzed by using the Shift-share method, and Back-Propagation Network Model was to predict the future direction of its industrial structure. This thesis made an objective analysis of the current situation of industrial structure and existing problems in Ordos, and proposed countermeasures according to the actual situation of Ordos City industrial transformation.
