Study On The Relationship Between The Inner Mongolia Autonomous Region Fiscal Expenditures For Supporting Agriculture And The Agricultural Economy

Inner Mongolia autonomous region is located in the border areas of northern China, is the China’s important livestock products production and processing base area and ecological construction. Farming and animal husbandry economy is not only the foundation of the autonomous regions, and shoulder the important responsibility of protecting the ecological environment. Farming and animal husbandry production has a weak innate quality, restricted by both natural and market risk, coupled with the external effect of ecological construction, it is objectively determine the Inner Mongolia agricultural economic development needs the government in the form of fiscal support and protection, this is also the most direct and effective method to the Chinese government support of agriculture. Therefore it has the vital significance to focus on the fiscal expenditure for supporting agriculture and the relationship between farming and animal husbandry economy of Inner Mongolia.Based on the relevant theories and research on finance support of agriculture in China and abroad, combined with the actual situation of the Inner Mongolia autonomous region, this dissertation mainly focus on the relationship between fiscal expenditure for supporting agriculture and agricultural economy of Inner Mongolia. First, from the aspects of total expenditures for supporting agriculture and the structure system of fiscal expenditure for supporting agriculture of the current state of the Inner Mongolia, which laid a foundation for empirical analysis. Secondly, providing the USES econometric model and software related to analysis the influence of fiscal expenditures for supporting agriculture on agriculture growth of Inner Mongolia. The conclusion is:from the point of fiscal expenditures for supporting agriculture, fiscal expenditures for supporting agriculture, the number of employees engaged in primary industry and land in Inner Mongolia have significant influence on agricultural economy growth. In terms of the structure of fiscal expenditure for supporting agriculture, fiscal expenditure for supporting rural production, agriculture, forestry and water conservancy and the operating expense of meteorological department spending to support undeveloped areas of farming and animal husbandry in Inner Mongolia act an important role in promoting economic growth.But fiscal expenditure for agricultural science and technology is very small and no significant impact on the farming and animal husbandry in Inner Mongolia economic growth. Based on the descriptive analysis and empirical analysis we-conclude the current problems existing in agriculture expenditure of the Inner Mongolia autonomous region.For examples total investment is insufficient; support agriculture expenditure structure is not reasonable; Financing support agriculture capital utilization efficiency is low; financing management is not standard and so on. To solve these problems provide some corresponding countermeasures and suggestions.
