The Analysis Of The Economic Efficiency Of Fiscal Expenditures For Supporting Agriculture In Shandong Province

The concept of "based on agriculture" in our country is quite a historical ori gin, the earliest writing about agriculture called Qi Min Yao Shu writen by Jia Si xie can be traced back to the northern and southern dynasties. Jia Sixie establishe d a relatively complete system of agricultural science, and attached great importan ce to comprehensive analysis of agricultural production, science and technology an d economic benefit. He analyzed various mode of operation, then provided feasibl e suggestions for increasing farmers’ income. Throughout five thousand years, Chi nese civilization has not changed the fact that our country is an original agricultu ral country.In other words, agriculture were stable in the foundation position in C hinese national economy. The development of agriculture is not only related to ec onomic growth, and put an important effect on the stability of social security and the development of political culture. Shandong is a major agricultural province in China, actively implemented the national policies on national economy and peopl e’s livelihood, taked all kinds of support measures to promote the agricultural de velopment. It has obtained certain achievement, in the fields of breaking innovativ e agricultural concept, promoting the industrialized operation of agriculture, improv ing agriculture as the foundation of conditions, the innovation of agricultural prod uction technology, etc. With the development of the economic strength, financial i ncome increases significantly year by year, fiscal revenue increased in Shandong Province, while the 17 cities finance supporting of agriculture expends inceasingl y. “How can we use the limited social resources to improve agricultural economic benefits”, it needs the government carry on the reasonable planning and arrange ment.Based on the theory of public finance, rural public product theory, the agricu ltural economy development theory, the article use DEA-Tobit model through qua ntitative analysis and qualitative analysis of fiscal expenditures for supporting agri culture economic efficiency in Shandong province to conduct a comprehensive indepth research, from two aspects: the overall and regional analysis of economic ef ficiency of fiscal expenditures for supporting agriculture in shandong, has importa nt theoretical and practical significance. This article is divided into five chapters. The first chapter simply introduced the selected topic background, research signific ance and related concept, combed the literature review at home and abroad, evalu ate the innovation points and deficiencies in this paper. The second chapter mainl y introduced the theoretical basis of fiscal expenditures for supporting agriculture, introduces DEA- Tobit model of relevant theories and the applicability of this article. The fourth chapter is the core of this article. The third chapter introduced fr om two aspects of absolute scale and relative scale in shandong province the curr ent situation of the finance support agriculture expenditure level. According to the DEA Tobit model of 17 cities in Shandong province, the fourth chapter analyzes comprehensive efficiency, pure technical efficiency and scale efficiency of DEA, andfound that worth machinery total power, local economic development level and geographic location of fiscal agriculture expenditure have a significant impact on economic efficiency. The fifth chapter takes some policy recommendations accord ing to the result of the above empirical analysis.
