The Research Of New Rural Community Construction Financing In Xincai County

New rural community construction is an important part of the new rural construction, which is toimprove the quality of life of farmers and improve rural living environment solution. Construction of thenew rural community needs a lot of funds, but due to the condition of rural economic development andtheir limited resources, the construction of the new rural community financing does not go as smoothly asimagined. To solve the financing problem of the construction of new rural communities will solve a majorobstacle in the construction of socialist new countryside.Xincai county is located in the southeast of Henan Province, under the Zhumadian City, which is thenational food production advanced counties, the national high-quality cotton production base in China, theadvanced comprehensive agricultural development of county in Henan Province, the county of advancedcounty comprehensive agricultural subsidy of Henan Province modern agricultural projects and so on. Itwas listed in the national10years new "poverty county alleviation work" of Henan Province, one of the26concentrated (Zone of Dabie Mountain) develops areas. Xincai county has a total population of1112400,whose rural population is826514, accounting for73.7%. According to its own situation combined with thespecific circumstances of each villages and towns, Xincai county has financed for the construction of newrural community, and farmer’s living environment had improved, the quality of their life has improved andpromoted the process of urbanization of the conunty.This paper is divided into5parts:First, it’s the construction of the new rural community financing’s significance, the new ruralcommunity construction financing is a supplement to the new rural construction, fit to our party andcountry’s rural policy; the second is conducive to improve the villagers’ living environment, and improvethe quality of life of farmers, accelerate the construction of modern agriculture and the construction of newsocialist countryside.To the problem of financing for the construction of new rural communities, domestic and foreignscholars mainly do the research of the rural infrastructure construction financing. Foreign scholars mainlystudy summarizes the financing system, rural finance from the relationship between financial developmentand economic increase of financial repression, the degree of market concentration, loan interest rates and the cost of supervision and so on; the domestic scholars mainly do the exploration of rural financing modefrom the influence factors of rural infrastructure investment, investment in rural infrastructure, ruralinfrastructure investment specific mode.The second chapter is the analysis of the new rural communities construction financing theory. Thefirst is the analysis of project financing for the construction of new rural communities, followed by theanalysis of the necessity and possibility of the concept of project financing and the existing mode ofpresentation and the new rural community in project financing.The third chapter is the construction of the new rural community financing of Xincai county, the city,the county government for the construction of new rural community policy support and specific practice,this paper summarizes some government push pattern and the village collective leadership and the villagersdo-together mode, and their advantages and disadvantages are analyzed; and exposed the problem of lackof funding profiles, financial strength is limited, planning lag, financial institutions development lagsbehind, the enthusiasm of farmers and lack of supervision; finally, I analysised the reasons of the lack ofgovernment investment, financing platform and system security, cared for this and losed that aboutfinancial investment direction, local economic development level is low and the lack of grass-rootsgovernment administrative role.The fourth chapter is on the new rural community construction at home and abroad successfulexperience. On the financing mode of new rural construction experience at home and abroad, I summed upthe typical parts and specific analysis of these typical experience.The fifth chapter is the countermeasure and suggestions for new rural communities constructionfinancing pattern of Xincai county. I suggested that putting forward to the further expansion of China’sagricultural expenditure scale, ensuring expenditure growth; some innovation of financing system andpolicy; focusing on the village planning; mobilizing the enthusiasm of the residents, realizing the effectiveparticipation of the residents; establishing and improving relevant laws and regulations, improving thecommunity construction supervision and management countermeasures.
