At present, knowledge production will be more from enterprises companies under conditions that enterprises are increasingly becoming the main innovation subject. Industrial enterprises have become an important part of regional technology innovation. And LMIE (large and medium-size industrial enterprises) are the main of industrial enterprises and technological innovation. Level of technological innovation and large and medium-sized industrial enterprises largely represents the level of national innovation capacity. Thus, in this context of technological innovation efficiency of the provinces and medium-sized industrial enterprises in scientific measure, And thus make relevant suggestions for improvement has important practical significance.Based on the basis of a lot of literature and expert research results, this paper surveys the theoretical and technological innovation efficiency evaluation methods at home and abroad, DEA non-parametric method based on the theory, two aspects of the evolution of regional differences from the lateral and longitudinal dynamics of China’s provinces and regions to examine the medium-sized industrial enterprises’ technological innovation efficiency status, Tobit model and using technology innovation efficiency influencing factors.First, by analyzing the current situation of China’s large and medium industrial enterprises, the paper provoke thinking on the necessity to carry out innovative technology efficiency evaluation, an overview of the status of technological innovation efficiency evaluation theory and technology development at home and abroad and the existing evaluation methods, significance of proposed research, research ideas and innovations. Then, build large and medium-sized industrial enterprises in technological innovation efficiency evaluation system, and applying Pearson correlation analysis of the data for the relevant verification. Then, using the DEA-BCC model innovation efficiency technologies provinces of horizontal static measure, and examine the differences between the eastern, central and western regions, Then use the DEA-Malmquist Index analysis of dynamic change provinces efficiency of technological innovation, and examine the convergence trend. Finally, the Tobit model for technological innovation efficiency factors were analyzed, In order to provide targeted policy recommendations for improving the efficiency of our innovative technology and large and medium-sized industrial enterprises, has a wide application value.
