Gas station is at the forefront of refined oil sales, and is the terminal window for therefined oil sales enterprises to strengthen the control over the terminal market and realize theprofit maximization. Facing the current intense market competition situation, China nationalpetroleum co., LTD., pay more and more attention to the terminal market control and terminalnetwork construction, make efforts to improve the integrated service capabilities of gasstation, which is critical for the company to win market share and enhance the profit level.The company has begun to intensify the non-oil business and make the operation of the gasstation from single refined oil sales to a comprehensive service diversification.For China National Petroleum Corporation HeiLongjiang SuiHua sales branch(hereinafter referred to as the CNPC SuiHua sales branch), the current business of gas stationstill give priority to refined oil sales and non-oil business is not yet mature. Currently theno-oil business only conduct convenience store and lubricants business, which is of singlespecies and low product gross margin, so the overall situation is harsh. With its unreasonablenetwork layout, unitary service, and the poor staff quality, the development of non-oilbusiness is largely restricted. This paper starts from the concept of non-oil business andproject management as well as its content, elaborates the related theory of non-oil businessproject management, puts forward the practical significance of conducting non-oil businessproject management in the CNPC SuiHua sales branch. Then the paper introduces the basicsituation of CNPC SuiHua sales branch and its non-oil business, using the typicalManagement analysis method SWOT finds out the company’s advantages and disadvantagesand list the problems and potentials of its non-oil business respectively. Through the non-oilbusiness introduction of CNPC SuiHua sales branch, specify the market positioning anddevelopment goals, at the same time also find problems to be perfected and solved including:the network layout needs to be optimized, the components of the business needs to beadjusted, the market research is not enough, lack of professionals was well as promotionmethods are too single, etc. Finally, based on the problems, this paper puts forward theconception of the non-oil business project management of CNPC SuiHua sales branch. On thebasis of the construction outline and architecture, conduct the discussion, including: thesoftware, the hardware environment design, structure design, process design, communication platform design and the safeguard measures of the project management.
