Since the Special Economic Zones once appeared in China, due to the rapid development of thecountry itself, China began building special economic development area, which was the prototype of thedevelopment zone. According to the difference of the function and needs, each reign has formed its uniquetype of development zones. From the1980s to now, various types of development zones in our country hasgrown ceaselessly for nearly40years, and it not only played a key role in attracting FDI, foreign tradeexport, urbanization, employment rate, but also were a crucial part of technological innovation and thedevelopment of modern industry. Besides, the development zones has become an important carrier of eachregion’s economy, the core area of innovation systems, the gathering place for export-oriented economyand the cutting-edge of opening up reform, and in a word, the development zones is the “growth pole” oflocal economic growth.This paper aims to make contrast with the government policy of the development zone both at homeand abroad. In order to achieve this goal, we systematically organize, analyze and sum up the ideas how thegovernment of development zones to support the burgeoning enterprises in theory and practice. Take XX inHenan province as an example, we tackle down how the government in XX to help and give preferentialtreatment to the burgeoning enterprises in the process of investment promotion. In the analysis, we try toidentify the problems and finally to find out the feasible solution to facilitate the development of enterprisesin XX. Therefore the government of other development zones could make a better political decision for thefuture reference.This paper is consist of the following main parts:Chapter I is the introduction. Introduction in this paper talks about the research background and itssignificance and so forth. Then it follows the summary and the brief analysis of how the government of thedevelopment zones to help and give preferential treatment to the burgeoning enterprises both at home andaboard.Chapter II handles the basic concepts and theories. This section mainly illustrates how thedevelopment zones at home and abroad grow and how the related fiscal policy puts into effect. In this process, we sort out the theoretical basis of policies that the government of development zones made as thebasis of studying the policies of background in this paper.Chapter III is the case study. This chapter selects some enterprises from XX, a city in Henan province,as the research object. And we make the brief introduction and classification of each enterprise on theirscale, nature and other aspects.Chapter IV deals with the draft of preferential treatments of the development zones. This chapterdemonstrates what the government in the development zones to make feasible policies to increaseinvestment, expand opening up, and accelerate the pace of construction in the initial stage.Chapter V presents the work of how the government serves the enterprises. This chapter roughlyconcludes the specific measures of the government of development zones implemented (in quality ofpersonnel, management and service, etc.).Chapter VI identifies the policies in reality. This section focuses on the classified summary of thesurvey on the enterprises in this research, and makes a brief description analysis of how the governmenthelped and gave preferential treatments to the burgeoning enterprises.Chapter VII is the summary. This chapter makes the main conclusions of this paper and points out thatthe various deficiencies that exist in the discussion and analysis, and also makes a brief discussion of thedirection of the latter research on how to optimize the preferential policies in the development zones.
