Local Government Behavior Analysis Of Forestry Industrialization

In the rapid economic and social development and the profound changes in the21st century, the central government attaches great importance to the development of forestry, forestry construction is listed as an unprecedented important position. In the middle of the60th year of the founding of new China, held the first working conference on forestry development, forestry status "big four". Conference pointed out that the development of forestry industry should be powerful, XingLin and enriching people organically unifies in together. XingLin to rich, rich to XingLin, the two are complementary to each other. Meeting also calls for ecological construction, increasing farmers’ income and economic development. Muchuan county government actively implement the central spirit, proposed about advancing the important measures to speed up the development of forestry:namely by implementing forestry industrialization to promote forestry resources large county forestry structing across the economy. The fourth chapter is the second part of the thesis, mainly introduced the muchuan county government in promoting the concrete behavior of forestry industrialization, extracting muchuan county government in promoting forestry industrialization in the new practice, and is still the main problems are pointed out. Fifth, six chapters is the third part of the thesis, mainly according to the situation of muchuan county forestry industrialization, puts forward the concrete solution.The paper more deeply studied the intrinsic relations between the local government behavior and forestry industrialization, and in muchuan county as an example, the local government in promoting industrialization of forestry policies and measures in the process of the concrete behavior is studied, it summarizes some beneficial experiences, also points out the existing problems. Finally, as changing the concept of the development of the local government, standardize the economic behavior of local government, to further promote the forest right system reform, vigorously improve the forest right circulation market and forestry cooperatives, such as family tree farm new forestry management from five aspects, such as the main body of regulating the behavior of local governments to promote forestry industrialization were proposed ideas.
