China Mobile Group Hunan Co.Ltd.is one subsidiary body of China Mobile Group, which was launched in1999August. It was listed on the HKEx in2002and completed the overall oversea listing till2004July. The company’s organization changes resulted in the fundamental reforms in the management model, like introducing the advanced management concepts to improve the overall efficiencies. To against the decision risk and better control of resources allocation and operations, the Financial Centralization was applied to integrate the company’s financial resources. The corporate value was also improved. However, there are some issues existed in the new model’s implementation and it is still need to be improved.This paper expounds the current financial model’s concepts and milestones, and summaries the achievements since the new model implied. Some existing issues are also analyzed in the paper, like problems on cash management, cost control, financial team building, internal audit and fixed-assets management. To solve these issues, the author introduces one improvement plan on the current financial model and presents some detailed measurements to ensure the plan’s implementation. It aims to realize the comprehensive budget management of enterprises fund, optimize the audit system of revenue capital and enhance the fund application benefit through the establishment of the assessment system; it carries out the centralized classification of the cost and the multidimensional cost management so as to enhance the control over the cost through setting up the marketization contract and internal settlement mechanism; it establishes the expert database management system to conduct the chief financial officer station system so as to optimize human resources of financial department; it innovates the internal audit mode to launch the continuous audit with strong timeliness and enhance the audit supervision; it reinforces the fixed-assets management through developing APP application program and relying on smart-phone to complete the core job including asset transformation, allocation, routing inspection and making an inventory.This paper is valuable for the upgrade and transformation of these mobile companies’financial models under current new environment of mobile internet.
